STEPS

Step I - Is formed by the elaboration of architectural plans and facilities and by the realization of emergency works. It involves the historical, architectural, documental and iconographic evaluation of the building, besides precise interventions, previously approved by the agencies for patrimony protection, in order to stop the building's deterioration.

It is indispensable that there is a deep knowledge of the structure, of its time, of its designer and of the employed materials, so that its restoration is possible. Through information on how the building was originally, a map of damages is made, i.e. a report of wastes and disfigurations suffered by the building. This step also includes the approval for the restoration projects by the competent agencies and the elaboration and approval of tax incentive projects.

A singularity of the former headquarters of the Superior Electoral Court - TSE is the existence of all of its architectural plans, which is a treasure that makes possible to carry on with the intention of its designer. These documents were found by chance in the National Archives, during a research done for the restoration of the former headquarters of the STF in Central Avenue. They report all details of the monument, including drawings of ashlars, frames, locks and lamps. Even papers of the call for competition for its construction were found.

Now in conclusion, this first stage has been executed by Herbert Levy Institute (IHL), in association with the Regional Electoral Court of Rio de Janeiro, with the sponsorship of Souza Cruz Company. In the end of 2006, the building passed to the administration of the Superior Electoral Court - TSE, whose technical team of engineers and architects work together with the IHL. The final word on the restoration and adaptation projects is with the Institute of the National Historical and Artistic Patrimony (IPHAN).
