Amendment No. 25 - Dante de Oliveira's Amendment, which aimed at electing the President and Vice-president directly, was rejected in April 1984. This way, the first civilian's presidential election of the post-régime was also indirect, carried out through an electoral assembly in 1985.

On May 15th that year, the Constitutional Amendment No. 25 reestablished direct elections for President and Vice-president of the Republic on a double round system; determined elections for federal deputies and senators in the Federal District, as well as direct elections for mayors and vice-mayors of the state capitals, spring water municipalities and those considered of interest to the national security; abolished party fidelity and revoked the article that established the adoption of a mixed district system.
