SECURITY IN THE ELECTRONIC VOTING SYSTEM

Totalization - The ballot box report card is also encrypted and recorded in the diskette. Cryptography prevents the diskette from being read by any software other than the one developed by the Electoral Justice. The diskette is taken to a computer of the Electoral Justice, where it is validated and sent, through an exclusive and secure network, to be counted in computers at the regional electoral courts and the Superior Electoral Court. In difficult access areas, satellite cell phones (e.g. Global Star) and satellite antennas (e.g. Vsat) guarantee mobility in the transmission of data.
The totalization system receives the ballot box report cards and checks their digital signature and consistence, i.e. it accepts only one report for each section and only from official electronic ballot boxes. Therefore, if a report is received from a misplaced or spurious ballot box, the system identifies this occurrence and stops the totalization. Besides, it sends a report through magnetic media to the political parties on the reports totaled, so that the political parties can compare these reports with the ones printed out in the electoral sections.
Other actions - The Electoral Justice also carries out other procedures in order to guarantee the security and transparency of the electronic balloting, such as the publication of a digital summary (HASH) of the election systems; digital registration of vote, securing its secrecy; report of all of the events occurred in the ballot boxes through logs; constant control of the correspondence between physical and logical elements; parallel balloting (paper and electronic voting, in a controlled environment); broad promotion of the elections results; inspection in all stages and events in the preparation, voting, counting and totalization process; audit sampling and regular audits of the systems by universities. During one of these audits, a group of specialists from the University of Campinas declared that "the electronic system of voting created in Brazil is robust, safe, reliable and meets all of the requirements of the Brazilian electoral system."
With the electronic system of voting, the Electoral Justice secures the manifestation of the voters' free and sovereign will, legitimating the exercise of democracy in the country.
